PhillipsManley Director Rhys Phillips

Founder & Director - Rhys Phillips

Rhys started his engineering career at 16 as a CAD technician in highways and transportation, supporting a major infrastructure scheme. He went on to gain a master’s degree in mechanical engineering with distinction and achieve Chartered Engineer status.

After designing and implementing a hand assembly production line, Rhys spent 12 years in engineering consultancy, progressing to Managing Consultant. He led a large team of engineers and held technical and commercial responsibility for complex projects, accountable for scope, cost and delivery.

His experience includes nuclear maintenance programmes, reliability reviews of safety-critical assets, manufacturing methods for novel rocket turbopump components, and nuclear supply-chain technical authority. He has also led requirements definition, capacity and risk modelling, and Power BI development—from data architecture through to decision support.

Rhys is passionate about helping people solve problems, whether the challenge involves equipment, processes, data or the way an operation works as a whole. He combines engineering techniques and structured analysis with a clear understanding of people’s needs, keeping the focus on practical solutions that make a meaningful improvement. That is what “Engineering Consultancy with Purpose” means to him.

He established PhillipsManley to give clients practical experience, technical breadth and accountable delivery—from defining the problem through to implementation and continued improvement.

Rhys is a Chartered Engineer and Member of the Institution of Mechanical Engineers.

PhillipsManley Operations Manager Vicki Murphy

Operations Manager - Victoria Murphy

Vicki brings 20 years’ experience across the NHS and wider care sector to PhillipsManley. She began her career as a healthcare support worker before qualifying as a nurse in 2012, going on to work in acute cardiology, specialist respiratory care and hospital bed management.

As a Clinical Nurse Specialist in bed management, she coordinated admissions, discharges and patient placement across specialist clinical areas. Her work required clinical judgement, close collaboration with multidisciplinary teams and the ability to balance competing demands while keeping patient safety central to decisions.

Her experience combines frontline care with an understanding of how hospital operations work as a whole. She understands the pressures facing clinical teams and how information, communication and coordination affect patient flow and the delivery of care.

Vicki joined PhillipsManley to apply her organisational and operational skills in a new setting. She manages the company’s day-to-day business operations, enabling Rhys to focus on client delivery and developing the company.

Alongside this role, Vicki brings a healthcare perspective to the company’s developing advisory work. Her knowledge of clinical practice, bed management and discharge processes complements its engineering and analytical capabilities, helping connect operational requirements with the realities of delivering and receiving care.

Vicki holds an honours degree in Adult Nursing and is registered with the Nursing and Midwifery Council.
